Ruhollah Dehghani, Vice President of Science, Technology and Knowledge-Based Economy, stated that in the special economic zone of Payam, a special innovation zone should be created in Alborz, adding: if the greats of economics are combined with the knowledge-based field, the value chain will be complete. Alborz province has the largest industrial actors and in connection with the knowledge base technology, it can become a hub of innovation and technology in the west of Tehran province.

Emphasizing that we are ready to create a special innovation zone in Alborz, he said: Among the features of the special innovation zone is the allocation of a platform for special and free technological activity without restrictions. In the country, we have the necessary capacities and infrastructure to benefit from quality services, because the technological capability exists, and it is only necessary to create a mechanism for allocating these facilities to technology and knowledge-based activists in a special region.

Referring to the evolution in the evaluation and approval structure of knowledge-based companies, he said: I promise that the changes in the law in the evaluation of companies will lead to changes in their support and growth, and this process is ongoing.

With the participation and common thinking of a number of well-known knowledge-based companies, the rules and evaluation system of knowledge-based companies have changed, and in this new structure, the rate of growth, effectiveness and progress of knowledge-based companies is the evaluation criterion.

In the new evaluation approach, the criteria for valuing companies will be input, process, and outputs, and based on the new mechanisms of knowledge bases, they will be classified into three categories: startups, technology, and innovators.

He explained: In this new trend, new knowledge-based companies that are less than 5 years old and have not yet become a large company need greenhouse support. Companies that use technology and have reached a level of maturity and greatness are known as technological and knowledge-based companies that benefited from the technology of innovative start-up companies and may not necessarily be technologists themselves, but they are based on technology and knowledge-based innovation. We recognize them as innovative knowledge base.

The head of the National Elites Foundation stated that in an innovative structure, the joining of new companies and their growth in the industry leads to the bigger and more powerful companies, adding: In the Vice Presidency of Science, we try to represent the technology and innovation sector to take real support according to the maturity nature and needs of each company from the body and deliver it to the companies.
